Carmen has a MBA in Real Estate Finance from the renowned Wharton School and a BA in Management from Howard University. She completed University of Southern California’s Ross Minority Program in Real Estate. She has extensive real estate experience— in financing, investment, sales, development, property management, appraisal, and resident services—in the for-profit and non-profit sectors.
She worked for CitiBank’s Real Estate Industries Division; Prudential Insurance Company’s Real Estate Investment Department; and for Goldrich & Kest, a major builder of low income apartments. She developed award-winning housing programs for the mentally ill homeless consumers of Tri-City Mental Health Center in Pomona and Portals Mental Health in Los Angeles. She assisted in developing the strategic plan and the operating policies and procedures for two nonprofit housing organizations: Housing with HEART, a newly formed nonprofit affiliate of Jamboree Housing and Irvine Housing Opportunities.
She has worked as a real estate broker, property manager, and consultant for over 30 years. Her clients have included individuals and families as well as financial institutions and community-based organizations: Fannie Mae, Freddie Mac, the Veterans Administration (VA), the Federal Housing Administration (FHA), Los Angeles County Department of Mental Health, Jenesse Center, the Guidance Center in Long Beach, Wings of Refuge, and Fresh Start Homes.
As an investor, she purchased single-family houses and sold them at a profit and developed a 75-unit low-income senior citizen apartment project.
She assisted David & Margaret Youth and Family Services with the planning of a new affordable apartment project in the City of LaVerne. [See New Housing Projects page.]
She was an independent FHA appraiser and review appraiser for five years. She is certified by Neighbor Works America (www.nw.org) to provide foreclosure intervention counseling for homeowners.
She teaches real estate classes and workshops at Cerritos College in Norwalk and has conducted housing workshops at numerous conferences and community locations throughout California.
